The Bay Area Community Informatics Project (BACIP) represents a consortium of rural Oregon Coast health care organizations that wished to implement health information technology Project goals included planning and establishing a secure fiber optic connection between sites and searching for a method to transmit patient demographic data, medical transcription files, laboratory results, and radiographic images electronically. BACIP is a consortium of six rural Oregon health care organizations including a community hospital, two multi-specialty primary care clinics, an orthopedic clinic, an outpatient radiology center, and an independent physicians association. BACIP chose to proceed by pursuing secure connectivity for the participating organizations, establishing governance structure with clear organizational policies and bylaws, and preparing for the transmission of data through the creation of a centralized database and master patient index. BACIP successfully implemented a secure fiber-based network between our primary organizations, decided on an appropriate organizational structure, adopted a strong governance model with bylaws and voting rules in place, chose a vendor solution that meets our current needs and provides for future growth, and designed an implementation timeline broken down by phase that began summer 2007.
