The Boone County Community Care Network (BCCCN) utilized the concept of access, science, and interactions, as identified by Don Berwick in the Escape Fire analysis, to design a health information technology plan to improve safety, quality, access, and efficiency. These three processes-access, science, and interactions-are intricately woven into technology. It was the desire of the BCCCN to formulate a plan to improve access to health care information for all providers within the county, resulting in improved patient safety, reduction in duplication of services, and improved quality of care, ultimately enhancing relationships between providers and patients through the implementation of this technology initiative. This planning process furthered existing relationships among health care providers within the county and included the holding of regular meetings, assessment of each organizations needs and current information technology status, and forging a cohesive implementation plan to accomplish a unified goal. As Boone Memorial Hospital was the most advanced in way of information technology adoption, it was decided to use the implementation of a Web-based unilateral access to that facility's electronic health record as a pilot project and build off that system for further implementation. The result was quite successful.
