The purpose of this project was to develop and implement a Health Information Technology Plan for behavioral health care providers in Region V of southeast Nebraska. The scope of the plan included standardizing core shared data elements; designing an integrated management information system for the sharing of health care data and information among rural and urban care providers; connecting rural to urban providers; and developing messaging capabilities between primary care and behavioral health care providers. Planning methods included a field assessment of provider needs and current capacity; the compilation of problem sets; recommendations for technological intervention strategies; and the development of specifications for collective system capabilities to deliver interventions. The planning effort resulted in the development of broad specifications for a health information technology system; the issuance of an RFP to meet the needs of project partners and other participating organizations; identification of resources needed to implement and sustain the electronic health environment; and the formation of a Regional Health Information Organization (RHIO).
