Project Overview
The vision of the Indiana Health Information Exchange (IHIE) is to use information technology and shared clinical information to:
- Improve the quality of health care in the State of Indiana.
- Generate new research topics for the health research community.
- Be a model for other communities seeking to develop health information technology.
In order to attain this vision, IHIE will concentrate its efforts on creating an electronic infrastructure in Central Indiana and then slowly develop the infrastructure across the entire State.
Partners
The IHIE partnership is composed of the following health care entities: BioCrossroads, the Central Indiana Corporate Partnership, the City of Indianapolis, Clarian Health Partners, Community Health Network, Health and Hospital Corporation of Marion County and the Indiana State Department of Health, Indiana State Medical Association, Indiana University School of Medicine, Indianapolis Medical Society, Marion County Health Department, Regenstrief Institute, St. Francis Hospital and Health Centers, and St. Vincent Health.
Scope

Stakeholders include providers, hospitals, public health organizations, and other health care entities.
Goal
The principal goal of IHIE is to facilitate the development of a common, secure, electronic infrastructure that expands communication and information sharing among participating providers, hospitals, public health organizations, and other health care entities. Ultimately, the system will give providers better information for treatment purposes at the point-of-care and will give research a richer pool of data to guide more far-reaching treatment improvements.
State and Local Involvement
The project receives State and local support, including the State Commissioner of Health as an IHIE Board member.

Data and Functionality
Types of data shared include:
- Laboratory
- Pathology
- Radiology
- Electrocardiogram reports
- Transcriptions
- Emergency department information
- Hospital encounter information
The Indiana HIE project will provide the following functions and services:
- Clinical Messaging (from provider to provider)
- IHIE electronic mailbox
- Electronically transferred to provider's electronic medical record (EMR)
- Shared EMR available in emergency department (ED), inpatient, outpatient, and ambulatory care settings
- Administrative (from provider to payer)
- Claims processing
- Population/Public Health (from provider, payer, and/or public health)
- Statewide public health surveillance network for emergency department data
Technical Design and Architecture
Data are captured from clinical systems in real time, are standardized in format, and coding aids the ability to deliver a variety of services. One of these services is clinical messaging that delivers clinical results to nearly every provider in Central Indiana. Another service is a centrally managed, federated clinical data repository that supports a variety of functions and services.
