The purpose of this grant was to develop an actionable, practical plan for implementing a rural regional prescription medication network, to be known as the Wisconsin Rural Prescription Medication Network (WIRuralRx). The planning period established an electronic repository to which medication and allergy lists from rural inpatient and outpatient providers can be sent; in which medication lists are combined to create a single non-duplicative list; and from which providers can access the combined list along with medication decision support. A Partnership Council was created to develop a Vision Document and then assign work regarding organizational and technical infrastructure. The final product included: 1) feasibility analysis; 2) master project plan; 3) risk assessment document; and 4) plan to evaluate WIRuralRx including measures of performance and acceptability. For overall progress, the basic design and resources necessary for implementation were developed; detailed solutions were determined for the key elements of an electronic master patient index and privacy/security strategies; and significant obstacles, primarily related to organizational and technical aspects of merging disparate medication lists, were identified for the implementation phase. All partner organizations committed to implementation, and a fourth partner organization was recruited for the implementation phase.
