In phase 1 of HISPC, the Arkansas team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Arkansas's phase 2 project focused on four key tasks to promote the privacy and security of electronic health information exchange:
Propose a recommendation for a centralized and coordinated oversight structure for electronic privacy and security in the state
Create an Arkansas Health Information Privacy and Security Statutory Bench Book
Develop a uniform, plain language-based Arkansas HIPAA training course syllabus specifically tailored to privacy and security issues
Collaborate with other states to create a regional and/or national uniform consent form
