California's phase 2 project addressed the privacy and security policy, practice, and statutory barriers to HIE, as well as the critical and overarching task of engendering public trust. In October of 2007, the Secretary of California Health Human Services Agency (CHHS) convened the first California Privacy and Security Advisory Board (CalPSAB) composed of representatives from the major statewide health industry associations and government entities.
