Thirty-three states and 1 territory formed the HISPC, which aims to address the privacy and security challenges presented by electronic health information exchange through multi-state collaboration. With the support of its state or territorial governor, each team engaged a steering committee and a range of local stakeholders to 1) assess variations in organization-level business policies and state laws that affect health information exchange; 2) identify and propose practical solutions, while preserving the privacy and security requirements in applicable Federal and State laws and 3) develop detailed plans to implement solutions.
In phase 1 of HISPC, the Florida team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Florida's phase 2 project targeted four goals related to the mission of creating and maintaining a private and secure health information exchange that provides meaningful health information to providers and patients through an efficient, user-centric, and interoperable health information network.
1. Establish uniform privacy policies for electronic health information.
2. Ensure the creation of a secure technological infrastructure for electronic health information.
3. Raise the community's awareness of electronic health information and the advantages it brings to the health care system.
4. Participate in the framing of electronic health information standards at the national level. Florida is working towards achieving these goals through collaboration with each of the respective stakeholders, including Florida's RHIOs, consumer advocacy groups, numerous health care associations and other organizations, through collaboration with other States participating in HISPC, and through participation in other national leadership organizations.
