In phase 1 of HISPC, the Iowa team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Iowa's phase 2 project produced four major products: the establishment of five privacy and security expert panels to complete tasks such as research and recommendations regarding private and secure eHIE for the state of Iowa; an Iowa Patient Consent Matrix Tool which summarizes guidelines for release of patient level data in Iowa; documentation of the operational and workflow aspects of private and secure CCD exchange in a table format that outlines various operational questions and answers related to CCD exchange in both paper and electronic environments; and the endorsement of a standard continuity of care document for use in Iowa.
