Privacy and Security Solutions for Interoperable Health Information Exchange / Indiana

In phase 1 of HISPC, the Indiana team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Indiana's phase 2 project provided a detailed analysis of state laws regarding disclosure of patient data, which revealed that Indiana has few barriers to HIE. The HISPC project was particularly beneficial to Indiana in three ways: 1, raised awareness of HIE within the state among various stakeholders; 2, enabled Indiana to develop relationships with other states that are helping facilitate interstate data sharing; and 3, achieved progress toward resolution of federal issues regarding Part 2 that had been blocking several facilities from participating in the Indiana Network for Patient Care. Indiana was asked to lead the proposed 2008 collaborative work on consent that includes collecting the detailed requirements of 12 states for disclosing patient data in certain specific use cases, the development of a central reference guide tool for depicting those requirements and the analysis of the findings. The tool developed will be useful for other states to reference and use to include their requirements, as well as for local HIE organizations to add their own requirements that may go beyond what the particular state law requires. The requirements of certain federal laws impacting HIE, such as 42 CFR Part 2, can also be added to the tool.
