In phase 1 of HISPC, the Louisiana team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Louisiana's phase 2 project targeted the following goals and objectives: Goal 1: Remove barriers related to the governance of Health Information Technology as identified in Phase 1. Goal 2: Remove barriers related to provider/consumer confidence in the Privacy and Security related to Health Information Exchanges as identified in Phase 1. Objective 1.0: Establish a Louisiana Health Information Technology and Exchange entity which will serve as a collaborative forum to promote HIT/HIE use and the adoption of a common HIT/HIE framework and principles, with a focus on Privacy and Security concerns. Objective 1.1: Leveraging public and private investment in the health information exchange infrastructure (RHIOs and the Gateway) through strategic planning and funding. Objective 1.2: Accelerating the adoption of secure Electronic Medical Records (EMR) and other clinical information and decision support systems at the provider level through technical assistance and funding. Objective 1.3: Create a coordinated consumer marketing campaign that educates consumers about the realities, their rights, and their obligations related to health information exchange and privacy and security.
