In phase 1 of HISPC, the Minnesota team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Minnesota's phase 2 project helped develop consensus around several important initiatives, including: revising and recodifying the Minnesota Health Records Act; developing a standardized, universal consent form for disclosing health information; development of 19 security principles to guide regional and point-to-point exchange around the 4 A's; and the opportunity to effectively engage stakeholders within and outside of the state.
