In phase 1 of HISPC, the New Jersey team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. New Jersey completed two projects in phase 2: an education project to address misunderstanding and misinterpretation of HIPAA and state privacy law, and a technology project to assess privacy and security issues that affect the feasibility of cross-border data exchange.
