In phase 1 of HISPC, the Utah team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Utah's phase 2 project produced three major products: an analysis of Notice of Privacy Practice Policies which identified variation in current policies and secured stakeholder consensus for common language Notice of Privacy Practice Policy for providers in Utah; a provider education toolkit which includes materials designed to educate the provider community about the difference between "consent to treat" and requirements for appropriate and acceptable sharing of health information for treatment purposes under Utah law; and a practical decision tree tool intended as a first draft attempt to provide standing policy committees a mechanism for assessing the impact of statutory or regulatory changes under consideration.The Impact Assessment Tool is available for use and adaptation by others considering changes (rules, statute, or policy) to aid in the facilitation of appropriate secure exchange of safeguarded health information.
