Summary:

In phase 1 of HISPC, the Vermont team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. Vermont's phase 2 project included 4 components: engaging consumers about the benefits and risks of HIE as well as protections and limits of national and state laws governing privacy and security of medical information; developing a basic patient privacy consent document to be used in HIE with the goal of achieving consistent implementation of privacy standards; producing matrix to alert stakeholders to links between technical infrastructure and data sources and explore associated privacy and security issues; reviewing rules governing emergency access to health information and the enforcement of those rules.
