In phase 1 of HISPC, the West Virginia team completed the work summarized above. In phase 2, each state implemented a state-specific project and planned for multi-state collaboration in phase 3. West Virginia's phase 2 project educated consumer stakeholder groups concerning privacy and security concerns with HIE. WVMI partnered with the West Virginia Health Information Network (WVHIN) to extend consumer education efforts via focus groups, telephone surveys and a speakers' bureau to help understand consumers' knowledge and attitudes related to electronic health information and exchange. Findings from both the focus groups and surveys reveal that West Virginians are open to electronic medical records but are concerned about confidentiality, security and access. West Virginians have a high level of confidence in their physicians and believe that EHRs could save lives in an emergency.
